dc.description.abstract У статті досліджено сучасні світові тенденції цифровізації системи охорони здоров’я та визначено ключові напрями розвитку цифрового здоров’я в контексті підвищення ефективності державного управління медичною галуззю. Обґрунтовано, що цифрова трансформація охорони здоров’я є комплексним процесом, який охоплює розвиток цифрового врядування, електронних медичних записів, телемедицини, систем персональних медичних даних, штучного інтелекту, великих даних, цифрової інфраструктури та цифрових компетентностей. Проаналізовано стратегічні орієнтири Глобальної стратегії цифрового здоров’я ВООЗ 2020–2025 рр., відповідно до яких пріоритетами цифрової трансформації визначено міжнародне співробітництво, формування національних стратегій цифрового здоров’я, розвиток цифрового врядування та людиноцентричної системи охорони здоров’я. Досліджено рівень цифрового розвитку держав на основі E-Government Development Index, Digital Health Index та Global Digital Health Monitor. Встановлено взаємозв’язок між рівнем цифрового розвитку держави та цифровою зрілістю системи охорони здоров’я. Визначено, що лідерами цифрової трансформації є країни, які поєднують розвинену цифрову інфраструктуру, ефективне державне управління, належне нормативно-правове забезпечення та системне інвестування у цифрові технології. Виявлено, що найбільш розвиненими складовими цифрового здоров’я є лідерство і врядування, стратегічне планування та цифрові сервіси, тоді як проблемними залишаються кадровий потенціал, інтероперабельність інформаційних систем і регулювання новітніх цифрових технологій. Проаналізовано доступ населення до електронних медичних записів та встановлено наявність цифрової нерівності, пов’язаної з рівнем цифрової грамотності та освіти. Визначено тенденцію до сталого поширення телемедицини після пандемії COVID-19 та переходу від традиційних електронних медичних записів до інтегрованих пацієнтоорієнтованих платформ персональних медичних даних. Досліджено перспективи використання штучного інтелекту для підтримки клінічних і управлінських рішень, оптимізації ресурсів та підвищення продуктивності медичних працівників, а також визначено етичні, правові та інфраструктурні ризики його впровадження. Обґрунтовано стратегічне значення національних систем медичних даних для доказового управління, моніторингу та наукових досліджень. Встановлено, що світова практика характеризується переходом від фрагментарного впровадження цифрових технологій до формування комплексних цифрових екосистем охорони здоров’я, у центрі яких перебувають дані, технології та пацієнт. uk_UA

dc.description.abstracten The article examines current global trends in the digitalization of healthcare systems and identifies key directions for the development of digital health in the context of improving the effectiveness of public administration in the healthcare sector. It is substantiated that the digital transformation of healthcare is a comprehensive process encompassing the development of digital governance, electronic health records, telemedicine, personal health data systems, artificial intelligence, big data, digital infrastructure, and digital competencies. The strategic priorities of the WHO Global Strategy on Digital Health 2020–2025 are analyzed, according to which international cooperation, the development of national digital health strategies, digital governance, and a people-centered healthcare system are identified as key priorities of digital transformation. The level of digital development of countries is examined based on the E-Government Development Index, Digital Health Index, and Global Digital Health Monitor. A relationship between the level of a country’s digital development and the digital maturity of its healthcare system is established. It is determined that the leaders in digital transformation are countries that combine advanced digital infrastructure, effective public administration, appropriate regulatory and legal frameworks, and systematic investment in digital technologies. The study reveals that the most developed components of digital health are leadership and governance, strategic planning, and digital services, while human resources, interoperability of information systems, and regulation of emerging digital technologies remain problematic areas. Public access to electronic health records is analyzed, and the existence of digital inequality associated with the level of digital literacy and education is established. A trend toward the sustained expansion of telemedicine following the COVID-19 pandemic and a transition from traditional electronic health records to integrated, patient-centered personal health data platforms are identified. The prospects for using artificial intelligence to support clinical and managerial decision-making, optimize resources, and improve the productivity of healthcare professionals are examined, along with the ethical, legal, and infrastructure-related risks associated with its implementation. The strategic importance of national health data systems for evidence-based governance, monitoring, and scientific research is substantiated. It is established that global practice is characterized by a transition from fragmented implementation of digital technologies to the formation of comprehensive digital healthcare ecosystems centered on data, technology, and the patient. uk_UA
