dc.description.abstract У дослідженні розкрито фінансово-економічні детермінанти як ключові імперативи розвитку вищої освіти в Європейському Союзі в умовах глибоких соціально-економічних, технологічних і інституційних трансформацій. Актуальність теми зумовлена формуванням Європейського простору вищої освіти, реалізацією Європейського освітнього простору, а також зростанням ролі університетів у забезпеченні інноваційного, цифрового та сталого розвитку ЄС. У сучасних умовах фінансування вищої освіти трансформується з інструменту ресурсного забезпечення у стратегічний механізм реалізації політичних, економічних і соціальних пріоритетів Європейського Союзу. Метою статті є обґрунтування ролі фінансово-економічних детермінант у формуванні імперативів розвитку вищої освіти в ЄС. У межах дослідження застосовано системний, інституційний та порівняльний підходи, що дозволило розглядати вищу освіту як складову багаторівневої моделі управління ЄС, у якій взаємодіють наднаціональні стратегічні орієнтири, національні моделі фінансування та інституційні механізми реалізації освітньої політики. У результаті дослідження встановлено, що ключовими фінансово-економічними детермінантами розвитку вищої освіти в ЄС є моделі базового державного фінансування, результативно-орієнтовані механізми розподілу ресурсів, рівень фінансової автономії університетів, диверсифікація джерел доходів, а також системи фінансової підтримки студентів. Доведено, що формульні та контрактні моделі фінансування, поєднані з індикаторами результативності, сприяють узгодженню бюджетних рішень із стратегічними пріоритетами ЄС, водночас потребуючи збереження достатнього рівня базової підтримки для забезпечення інституційної стабільності університетів. Обґрунтовано, що фінансова автономія університетів виступає важливим економічним імперативом підвищення їхньої конкурентоспроможності та адаптивності до змін зовнішнього середовища, водночас посилюючи вимоги до ефективності управління та відповідальності за результати діяльності. Особливу увагу приділено аналізу механізмів плати за навчання та фінансової підтримки студентів, які безпосередньо впливають на доступність вищої освіти, соціальну згуртованість і зниження освітньої нерівності в країнах ЄС. Дослідження також показало, що фінансово-економічні детермінанти розвитку вищої освіти тісно інтегруються з політикою ЄС у сфері досліджень та інновацій, цифрової трансформації та сталого розвитку, що сприяє перетворенню університетів на ключових акторів соціально-економічного розвитку регіонів. Зроблено висновок, що узгоджене застосування фінансових механізмів на наднаціональному, національному та інституційному рівнях створює передумови для підвищення стійкості, якості та соціальної значущості систем вищої освіти в Європейському Союзі. Практичне значення дослідження полягає у можливості використання отриманих результатів для формування та коригування політик розвитку вищої освіти, а також для адаптації європейського досвіду фінансування вищої освіти в національних умовах, зокрема в Україні. uk_UA

dc.description.abstracten The study reveals financial and economic determinants as key imperatives for the development of higher education in the European Union under conditions of profound socio-economic, technological, and institutional transformations. The relevance of the topic is driven by the formation of the European Higher Education Area, the implementation of the European Education Area, and the growing role of universities in ensuring the innovative, digital, and sustainable development of the EU. In contemporary conditions, higher education financing is transforming from a purely resource-based instrument into a strategic mechanism for implementing the political, economic, and social priorities of the European Union. The purpose of the article is to substantiate the role of financial and economic determinants in shaping the imperatives of higher education development in the EU. The research applies systemic, institutional, and comparative approaches, which make it possible to consider higher education as a component of the EU’s multi-level governance model, where supranational strategic guidelines, national funding models, and institutional mechanisms for implementing education policy interact. The study finds that the key financial and economic determinants of higher education development in the EU include models of basic public funding, performance-based resource allocation mechanisms, the level of financial autonomy of universities, diversification of revenue sources, and student financial support systems. It is demonstrated that formula-based and contractual funding models combined with performance indicators contribute to aligning budgetary decisions with the strategic priorities of the EU, while simultaneously requiring the preservation of a sufficient level of basic funding to ensure the institutional stability of universities. It is substantiated that financial autonomy of universities acts as an important economic imperative for enhancing their competitiveness and adaptability to changes in the external environment, while at the same time increasing requirements for management efficiency and accountability for performance. Particular attention is paid to the analysis of tuition fee mechanisms and student financial support, which directly affect the accessibility of higher education, social cohesion, and the reduction of educational inequality in EU countries. The research also shows that financial and economic determinants of higher education development are closely integrated with EU policies in the fields of research and innovation, digital transformation, and sustainable development, which contributes to transforming universities into key actors of regional socio-economic development. It is concluded that the coordinated application of financial mechanisms at the supranational, national, and institutional levels creates prerequisites for increasing the resilience, quality, and social relevance of higher education systems in the European Union. The practical significance of the study lies in the possibility of using the obtained results to shape and adjust higher education development policies, as well as to adapt European experience in higher education financing to national contexts, particularly in Ukraine. uk_UA
