Abstract (ukr):
статті досліджено теоретичні та практичні засади формування резильєнтності
малих підприємств переробної промисловості в умовах цифрової трансформації міжнародних
логістичних процесів і митного регулювання. Визначено резильєнтність підприємства як його
здатність передбачати ризики, адаптуватися до змін зовнішнього середовища, підтримувати
безперервність виробничо-збутової діяльності та відновлюватися після кризових подій.
Наголошено, що цифровізація міжнародної логістики й митних процедур створює нові
можливості для прискорення товарообігу, зниження операційних витрат, підвищення
прозорості ланцюгів постачання та зміцнення економічної безпеки малого бізнесу.
Проаналізовано основні напрями цифрової трансформації міжнародних логістичних і
митних процесів, зокрема електронне митне декларування, цифрове відстеження
вантажів, електронний документообіг, інтеграцію корпоративних інформаційних
систем із митними платформами та використання штучного інтелекту для
прогнозування попиту й оптимізації маршрутів. Обґрунтовано, що комплексне
застосування цих інструментів підвищує оперативність управлінських рішень, скорочує
тривалість митного оформлення, зменшує ризик затримок і забезпечує кращу
координацію учасників міжнародного ланцюга постачання.
У межах дослідження проведено опитування 24 представників малих підприємств
переробної промисловості. Встановлено, що електронне митне декларування вже
застосовують 18 підприємств, цифрове відстеження вантажів – 15, електронний
документообіг – 14, інтеграцію ERP із митними системами – 10, а штучний інтелект
для прогнозування та оптимізації маршрутів – 6 підприємств. Найвищий індекс цифрової
готовності зафіксовано для електронного митного декларування – 83 %, тоді як
найнижчий – для використання штучного інтелекту – 46 %.
Виявлено значні розриви між усвідомленням цифрових, логістичних і митних ризиків
та фактичною готовністю підприємств до їх нейтралізації. Найбільший розрив
зафіксовано щодо несумісності цифрових систем: цей ризик вважають суттєвим 18
підприємств, тоді як відповідні механізми протидії мають лише 7. Значними
залишаються розриви у сфері фінансування цифровізації, кібербезпеки та забезпечення
стабільності міжнародної логістики. Запропоновано комплексний підхід до зміцнення
резильєнтності малого бізнесу, який поєднує цифровізацію логістичних операцій,
автоматизацію митних процедур, розвиток кібербезпеки, підвищення цифрових
компетентностей персоналу та державну підтримку технологічної модернізації.
Abstract (eng):
The article examines the theoretical and practical foundations for building the resilience of
small processing industry enterprises amid the digital transformation of international logistics
processes and customs regulation. Enterprise resilience is defined as the capacity to anticipate
risks, adapt to changes in the external environment, maintain the continuity of production and sales
activities, and recover from crises. It is emphasized that the digitalization of international logistics
and customs procedures creates new opportunities to accelerate trade flows, reduce operating costs,
improve supply-chain transparency, and strengthen the economic security of small businesses.
The principal areas of digital transformation in international logistics and customs processes
are analyzed, including electronic customs declarations, digital cargo tracking, electronic document
management, the integration of enterprise information systems with customs platforms, and
the use of artificial intelligence to forecast demand and optimize routes. It is substantiated that the
comprehensive application of these instruments improves the timeliness of managerial decisions,
reduces customs clearance times and the risk of delays, and facilitates coordination among participants
in international supply chains.
As part of the study, a survey of representatives of 24 small processing industry enterprises was
conducted. The results show that electronic customs declarations are already used by 18 enterprises,
digital cargo tracking by 15, electronic document management by 14, the integration of enterprise
resource planning systems with customs systems by 10, and artificial intelligence for forecasting
and route optimization by six enterprises. The highest digital readiness index was recorded for
electronic customs declarations, at 83%, while the lowest was observed for the use of artificial intelligence,
at 46%.
Significant gaps were identified between enterprises’ awareness of digital, logistics, and customs
risks and their actual readiness to mitigate them. The largest gap concerns the incompatibility
of digital systems: 18 enterprises consider this risk significant, whereas only seven have appropriate
mitigation mechanisms. Considerable gaps also remain in financing digitalization, cybersecurity,
and ensuring the stability of international logistics. A comprehensive approach to strengthening
small-business resilience is proposed, combining the digitalization of logistics operations, the
automation of customs procedures, enhanced cybersecurity, improved staff digital competencies,
and government support for technological modernization.
